[Visuals] Moved to newer Windows APIs for the overlay
This will increase performance a lot, especially on newer hardware
Works great with the "Enable Experimental ESP Optimization" option in Miscellaneous -> Performance
Requires to be on the latest Windows Updates (Windows 10 and 11)
This was already a requirement before
[Performance] Removed "VSync" option as this is not supported anymore with the new Windows API
